In 2010, the historian Richard Dolan introduced a concept that had been circling the edges of UFO research, classified aerospace speculation, and deep politics for decades but had never been given a name. He called it the "breakaway civilization" — the idea that, beginning in the aftermath of World War II, a segment of the American and allied national security establishment gained access to technologies so advanced and so secret that, over the course of several decades, they effectively separated from the rest of human civilization. Not geographically. Not officially. But technologically, financially, and epistemologically — they broke away. They built things the rest of the world does not know exist. They funded those things through mechanisms that bypass democratic oversight. And they now inhabit a reality so far ahead of the public world that the gap between what they know and what we know is no longer a matter of classification levels. It is a matter of civilizational distance.
The idea sounds like science fiction. Dolan's argument is that it follows, with uncomfortable logic, from facts that are individually well documented and collectively ignored.
Dolan did not arrive at the breakaway civilization through speculation. He arrived at it through archives. His two-volume work UFOs and the National Security State (2000, 2009) is the most comprehensive historical analysis ever written of the relationship between UFO phenomena and the American military-intelligence complex. Drawing on thousands of declassified documents obtained through the Freedom of Information Act, congressional testimony, military records, and first-person accounts, Dolan traced the institutional response to the UFO phenomenon from 1941 through the early 2000s. What he documented was not a government that was confused or indifferent about UFOs. It was a government that took them extremely seriously, created multiple overlapping programs to study and manage them, classified the results at the highest levels, and systematically misled the public about all of it.
The critical insight came from the intersection of two threads: the UFO evidence and the black budget.
The black budget — officially the classified portion of the U.S. defense and intelligence budget — has been a feature of American governance since the National Security Act of 1947 created the CIA and established the legal framework for classified programs. In theory, the black budget is overseen by select congressional committees. In practice, its oversight has been minimal, intermittent, and frequently circumvented. The scale is not small. In the 2020s, the publicly acknowledged classified intelligence budget alone exceeds $70 billion annually. The classified portions of the Department of Defense budget add tens of billions more. And these are only the acknowledged classified programs — programs whose existence is public even if their details are secret.
Beyond these lie the "waived" and "unacknowledged" Special Access Programs (SAPs) — programs so secret that their existence is itself classified, and which are exempt from the normal reporting requirements even to cleared members of Congress. The existence of waived SAPs was confirmed in a 1997 report by the Senate Select Committee on Intelligence. Their content is unknown. Their budgets are unknown. Their accountability is, by design, near zero.
Dolan's question was simple: what happens when you combine virtually unlimited secret funding, decades of classified technological development, recovered exotic materials (whether terrestrial or otherwise), and complete institutional secrecy? His answer: you get a breakaway civilization.
The most concrete evidence for the breakaway civilization thesis comes not from UFO sightings or whistleblower testimony but from forensic accounting.
In 2017, Mark Skidmore, a professor of economics at Michigan State University who specializes in public finance, decided to investigate a claim he had heard Catherine Austin Fitts make on a podcast: that the Department of Defense and the Department of Housing and Urban Development had, between them, accumulated $21 trillion in "unsupported adjustments" in their financial records between fiscal years 1998 and 2015. Skidmore assumed the claim was exaggerated. He assigned his graduate students to check it using the agencies' own Office of Inspector General reports, which are public documents.
The students confirmed the number. In some years, the unsupported adjustments for the Department of Defense alone exceeded the entire federal budget. In fiscal year 2015, the Army alone reported $6.5 trillion in unsupported adjustments — for an agency with a congressionally approved budget of roughly $122 billion. The adjustments were not necessarily evidence of missing money in the conventional sense — they could reflect accounting errors, interagency transfers, or bookkeeping conventions. But they represented, at minimum, a financial system so opaque that trillions of dollars in transactions could not be traced to their origin or destination.
Skidmore published his findings. In response, the federal government passed FASAB Statement 56 in October 2018 — a new accounting standard that permits federal agencies to modify their financial statements for national security purposes, effectively legalizing the concealment of financial data from the public and even from other agencies. The timing was, from the perspective of breakaway civilization researchers, telling: the moment an academic economist documented the scale of the financial opacity, the government changed the rules to make that opacity permanent and legal.
Catherine Austin Fitts — a former Assistant Secretary of Housing under George H.W. Bush and a managing director at the investment bank Dillon, Read & Co. — has spent two decades analyzing what she calls the "missing money." Her thesis is that the black budget is not simply a matter of classified military spending. It is the financial infrastructure of a parallel economy — one that funds technologies and projects that exist entirely outside the knowledge of elected officials, the press, and the public. Whether one accepts this interpretation depends on what one believes those trillions were spent on. But the trillions themselves are documented.
On January 5, 1995, Ben Rich died of cancer at the age of sixty-nine. Rich had spent his career at Lockheed Martin's Advanced Development Projects — the Skunk Works — rising from aerodynamics engineer to program manager of the F-117 Nighthawk stealth fighter to, ultimately, director of the entire Skunk Works operation after the retirement of its legendary founder, Kelly Johnson. Rich was, by any measure, one of the most accomplished aerospace engineers of the twentieth century. He held patents on key stealth technologies. He led the development of the first operational stealth aircraft. He was privy to the most classified aerospace programs in the United States.
In the last years of his life, Rich reportedly made a series of statements to colleagues, friends, and at least one public lecture that have become central to breakaway civilization lore. At a 1993 UCLA alumni speech, Rich is reported to have said: "We already have the means to travel among the stars, but these technologies are locked up in black projects, and it would take an act of God to ever get them out to benefit humanity." He reportedly told Jan Harzan, later the executive director of MUFON (the Mutual UFO Network), that "we have things in the Nevada desert that would make George Lucas envious." To another colleague, he allegedly stated that the key to interstellar travel was "an error in the equations" — that existing physics contained a mistake whose correction opened the door to propulsion systems that defied conventional understanding.
These statements are secondhand. Rich did not publish them. They come from the recollections of people who spoke with him, some of whom did not report the conversations until years after his death. The skeptical position is that the quotes are embellished, misremembered, or taken out of context — that Rich was speaking metaphorically, or joking, or referring to classified but conventional technologies. The alternative position is that the director of the most advanced aerospace development facility in the world, at the end of his life, was trying to say something that the classification system would not permit him to put in writing.
Rich's alleged statements echo a pattern that runs through the breakaway civilization narrative: dying or retired insiders who hint at technologies that vastly exceed what the public believes exists. Whether this pattern represents genuine disclosure or a mythology that feeds on itself is one of the unresolvable questions at the heart of the thesis.
In 2001 and 2002, a Scottish systems administrator named Gary McKinnon conducted what the U.S. government later called "the biggest military computer hack of all time." Working from a bedroom in London, using a dial-up connection and commercially available software, McKinnon accessed ninety-seven U.S. military and NASA computers over a period of thirteen months. He was looking, he said, for evidence of UFO technology and free energy suppression.
McKinnon's account of what he found has become one of the most discussed and least verifiable claims in breakaway civilization research. He stated in multiple interviews — including with the BBC, Wired magazine, and the Guardian — that he found, on a NASA Johnson Space Center computer, a high-resolution photograph of a large cigar-shaped object in orbit above the Earth, an image that was not consistent with any known satellite or spacecraft. He also claimed to have found, on a U.S. Navy network, a spreadsheet listing "non-terrestrial officers" — personnel assigned to duty stations that did not correspond to any known military installation — and references to ship-to-ship transfers between vessels whose names he did not recognize and which did not appear in the Navy's public ship registry.
McKinnon was unable to save or download the evidence. The image file was too large for his dial-up connection, and he was discovered and disconnected before he could copy the spreadsheet. The U.S. government sought his extradition for ten years, pursuing charges that carried a potential sentence of sixty to seventy years in prison — a severity that McKinnon's supporters argued was wildly disproportionate to a non-destructive intrusion and suggested that the government was less concerned with punishing a hacker than with preventing him from testifying in open court about what he had seen. In 2012, British Home Secretary Theresa May blocked the extradition on human rights grounds, citing McKinnon's diagnosis of Asperger's syndrome and the risk of suicide.
McKinnon's claims remain unverified. The U.S. government has neither confirmed nor denied the specific content he described. The phrase "Solar Warden" — which McKinnon did not coin but which became attached to his claims — entered the lexicon of breakaway civilization research as a label for a hypothetical secret space program operated by the U.S. military. Whether Solar Warden exists, in any form, is unknown. What is known is that the United States government attempted to imprison a man for seventy years for looking at files on computers whose security was so lax that he accessed them with off-the-shelf tools — and that the content of those files has never been publicly addressed.
The breakaway civilization thesis does not require extraterrestrial technology, though it is compatible with it. At its core, the argument is about the rate of divergence between classified and public technology.
In the public world, technological progress follows a relatively predictable trajectory. Moore's Law governs semiconductor development. Aerospace advances incrementally. Energy technology evolves slowly, constrained by economics, regulation, and the inertia of existing infrastructure. In the classified world, these constraints do not apply. Programs are funded without regard to commercial viability. Research is conducted without peer review or public scrutiny. Technologies can be developed over decades without ever being disclosed.
The historical record confirms that the gap between classified and public technology has, at times, been enormous. The U-2 spy plane flew at 70,000 feet in 1955; its existence was not publicly acknowledged until one was shot down over the Soviet Union in 1960. The SR-71 Blackbird, capable of sustained Mach 3+ flight, was operational in 1966; many of its capabilities remain classified. The F-117 stealth fighter flew combat missions in 1989 before the public knew it existed. In each case, the classified technology was a generation or more ahead of what the public believed was possible.
The breakaway civilization thesis extrapolates this pattern across seven decades. If the classified world was ten to twenty years ahead of the public in the 1960s, what is the gap now? If recovered exotic materials — whether from crashed aircraft of unknown origin or from breakthroughs in materials science — were introduced into the classified development pipeline, how far might that pipeline have advanced? If the financial resources documented by Skidmore and Fitts were directed toward sustained R&D without commercial constraints, what could have been built?
The honest answer is: we do not know. And that is precisely the point. The classification system is designed to prevent us from knowing. The breakaway civilization thesis is, at its foundation, a statement about what happens when secrecy becomes structural — when the gap between what a government knows and what its citizens know is not a temporary wartime necessity but a permanent condition that compounds over decades.
On July 26, 2023, David Grusch — a former intelligence officer with the National Geospatial-Intelligence Agency and the National Reconnaissance Office, and a former member of the UAP (Unidentified Anomalous Phenomena) Task Force — testified under oath before the U.S. House Oversight Committee. Grusch stated that the United States government possesses recovered vehicles of non-human origin and that a multi-decade crash retrieval and reverse-engineering program exists within the defense and intelligence community. He stated that this program has been concealed from congressional oversight through misappropriation of funds and deliberate deception.
Grusch's testimony did not use the phrase "breakaway civilization." But the program he described — a decades-long, illegally funded, congressionally hidden effort to reverse-engineer recovered exotic technology — is precisely the institutional mechanism that Dolan's framework predicts. If Grusch is telling the truth, then a segment of the U.S. government has been operating a program of extraordinary technological significance, funded outside legal channels, hidden from elected officials, for over seventy years. That is the breakaway civilization, described from the inside.
The response to Grusch's testimony was revealing. The Inspector General of the Intelligence Community found his complaint "credible and urgent." Several members of Congress stated publicly that they had been denied access to the programs Grusch described. The Department of Defense did not deny the existence of the programs; it stated that it had found "no verifiable information" to substantiate them — a formulation that, as multiple commentators noted, is not the same as a denial.
Legislation introduced by Senate Majority Leader Chuck Schumer in 2023 — the UAP Disclosure Act, modeled on the JFK Records Act — sought to compel the release of government records related to UAP and recovered non-human technology. The act passed the Senate but was stripped of its enforcement mechanisms in the House, reportedly under pressure from defense contractors and members of the Armed Services Committee. The companies named in connection with the reverse-engineering programs — Lockheed Martin, Northrop Grumman, Boeing, and others — were, according to multiple sources, directly involved in lobbying against the legislation.
Richard Dolan's formulation of the breakaway civilization is careful and specific. He does not claim to know what technologies the breakaway possesses. He does not claim to know whether recovered UFO materials are extraterrestrial, interdimensional, or something else. He argues from structure.
His argument, distilled, runs as follows: (1) The UFO phenomenon is real and has been taken seriously at the highest levels of government since at least 1947. (2) The institutional response has been sustained secrecy, not investigation and disclosure. (3) The classified budget is large enough, and opaque enough, to fund a parallel technological development program of enormous scale. (4) The gap between classified and public technology has been growing for seventy years with no mechanism for public accountability. (5) The cumulative result of these conditions — real phenomenon, sustained secrecy, unlimited funding, no oversight, compounding technological advantage — is a segment of human civilization that has effectively separated from the rest.
"At what point," Dolan asks, "does a highly classified, technologically advanced group — one that has access to technologies far beyond what the rest of the world has, and the financial and political infrastructure to maintain that advantage — become, in effect, a separate civilization?"
The answer, he argues, is that it already has. Not as a dramatic reveal or a singular event, but as a gradual process — a slow divergence between the world that is acknowledged and the world that exists. The breakaway did not announce itself. It simply grew, year by year, budget by budget, classification level by classification level, until the distance became civilizational.
Whether Dolan is right depends on questions that, by the nature of the thesis, cannot be answered from the outside. If the breakaway civilization exists, its defining feature is that you would not know about it. The classification system, the financial opacity, the institutional secrecy — these are not obstacles to understanding the breakaway. They are the breakaway. The wall of secrecy is not hiding something behind it. The wall is the thing.
